[KB863]PcVue is launched but will not start

Symptom:

When launching PcVue it doesn’t start (nothing happens). A fix has been implemented in 11.1.06110 and 11.2.06058, also in version 12 onwards.

Details:

This issue is due to poor management in PcVue of the FIPS mode when activated in Windows.
When checking the logs a SV32.CrashReport.txt has been created indicating a crash has occurred.

What is the FIPS mode?
The Federal Information Processing Standard (FIPS) Publication 140-2, (FIPS PUB 140-2), is a U.S. government computer security standard used to approve cryptographic modules. The title is Security Requirements for Cryptographic Modules.
When this mode is activated software applications are forbidden to run if using certain Cryptographic algorithms. PcVue uses one of the algorithm on this list.
This option is no longer recommended by Microsoft itself (https://blogs.technet.microsoft.com/secguide/2014/04/07/why-were-not-recommending-fips-mode-anymore/) and by default this option is not activated in Windows but some IT departments are imposing this option on all servers on the network.
