This article explains how to start a project without starting the communication.
Details:

You can add an optional argument to the shortcut you use to start your PcVue projects, to disable the starting of communication.

  • In the Windows Start menu, find the shortcut for PcVue.
  • Right-click on it to open the Properties dialog box.
  • Add the argument -nostartcomm to the Target path as shown here:
